The title in question wasn't a running series that was published in a weekly magazine or something. The manga neo helbeast is talking about is a single doujinshi that was published back in the late 90s.
The same doujin circle made a second Virtual-on doujinshi around the same time, I think, but I'm not sure if both were related plot-wise (chances are they were both self contained titles).
Fan-made stuff aside, there was one official manga title published back in 1997 titled "Virtual-On Episode #8 Scrambling Concerto." This was only a one-shot manga that was publised in a single issue of Comic DRAGON, so it obviously didn't last long.
Someone was nice enough to scan Scrambling Concerto and upload a slideshow of it on NicoNico Douga.

From what I can tell there are only two stories that are actual stories and the rest are one-offs making fun of virtual on. There maybe a possibility of the two serious ones having a continuing story in the second one. Uhhh... Isn't that kinda what Virtual-On is already? Unless of course you're talking about a 2D fighting game akin to Street Fighter or something similar. Also, with the exception of Marz, none of the Virtual-On games really had a plot to them.
